Section should be slightly revised to help novice Examiners recognize and appreciate that the described arrangement is "preferred" but not statutorily required, and thus not proper grounds for objection. I have always wondered why the rules "suggest" that the Abstract be the last thing submitted in order, but is the first thing that is printed substantively on a published application or in an issued patent. It also seems odd that there is only a "suggested" order and not a mandatory order for an application.
